Facilitating a Complex Public Sector HRIS Remediation Effort
Problem
A government agency wanted to effectively stabilize and optimize their Human Resource Information System (HRIS). The agency had identified and prioritized fifteen critical issues with their current payroll vendor. The vendor had agreed to resolve the issues but did not have the resources to manage the project. The agency engaged Excelerate as a strategic project manager to provide technical guidance to the agency’s IT and HR department and to manage the relationship between the agency and the vendor.
Approach
The Excelerate Team played the lead role in all project management efforts, overseeing implementation, scope, budget, allocation of resources, and the achievement of targeted outcomes. This required a very collaborative approach as there were three distinctive teams involved with varying agendas and priorities. Excelerate worked across the three teams to ensure all testing and implementation was completed correctly and within the identified timeframe. The Excelerate Team jumped in to help finish tasks and bridge gaps when necessary, helping with business system analysis, testing cases and requirements. Excelerate also ensured that internal teams would be properly equipped to manage the system by delivering knowledge transfer training, comprehensive reporting, and detailed process maps.
Results
Excelerate’s project management oversight and facilitation enabled the teams to remedy the 15 identified issues within the current system, enhancing its efficiency and accuracy. Additionally, Excelerate contributed significantly to the training of the HR team, facilitating their mastery of the reporting training platform. This initiative was crucial in enhancing the team’s skill set and proficiency within the system. During the implementation process, Excelerate developed and delivered to the customer four detailed current state process maps that provided valuable insights into their operations for future planning. At project close, the client confided: “If Excelerate weren’t on board, I don’t know if we would have completed the requirements by the vendor’s deadline.”
